Application of the Hybrid MCDM Method for Energy Modernisation of an Existing Public Building—A Case Study

The existing public utility building belonging to the Forest Experimental Station of the Poznań University of Life Sciences, due to high energy consumption and related costs, has qualified for deep energy modernisation or consideration for the construction of a new building. One of the goals is to achieve carbon neutrality and have a positive energy balance. The article uses the hybrid DEMATEL-AHP/ANP-VIKOR method. The methodology used is distinguished by the creation of a set of decision-making criteria and the identification of the relationship between them, which is determined by conducting a survey of a group of experts using the Delphi method, as well as determining the preferences of the decision-maker using a survey of the target group using social research. Two different models of the decision-maker’s preferences have been developed, taking into account the selected decision criteria, and four acceptable technical solutions have been identified. As a result of the calculations performed, a ranking of the solutions has been developed, from the most preferred to the least accepted. Variant 3B has been identified as the best solution with respect to eight evaluation criteria for both of the adopted models of the decision-maker’s preferences. The ranking index Ri coefficient for this variant ranged between 0.733 and 0.901, while for the other variants, it was lower and amounted to between 0.106 and 0.274 for variant 1, 0.166 and 0.290 for variant 2 and 0.403 and 0.437 for variant 3A. The methodology used for the case study has proved to be applicable. The presented methodology can be used to design new buildings (not only residential) with almost zero energy consumption, as well as those with a positive energy balance, and can also be used for deep energy modernisation. In this article, it was applied for the first time to the energy modernisation of an existing public building.

Examining Key Barriers and Relevant Promotion Strategies of Green Buildings Adoption in Tanzania

Green buildings (GBs) offer significant potential to address environmental challenges and support nations to meet their sustainable development goals. Numerous developed countries have prioritized green building technologies (GBTs) adoption in their construction industry, whilst other nations are still hampered by several issues that slow down the level of their adoption. To effectively promote the adoption of GBTs, it is crucial to identify the key barriers and to prioritize relevant promotion strategies suitable to be emphasized towards specific geographic locations. This study aims to examine the key barriers hindering the adoption of GBTs and recommend suitable strategies to promote GBT adoption in the context of Tanzania. A questionnaire survey was carried out with 61 experts (architects, engineers, urban planners, economists, and green technologists) from Tanzania working in the field related to green buildings. A ranking analysis technique was used to rank the barriers and relevant promotion strategies to be prioritized. Measures of descriptive statistics, including mean and standard deviation, were carried out to sort the barriers and promotion strategies in the order of their potentiality. A Spearman’s rank correlation test was conducted to verify the consistency of the mean scores and derived ranks, and cluster analysis was also performed to group factors that share similar characteristics into the same clusters. Unfamiliarity with GBTs; a lack of expertise or few professionals in the GB field; the presence of few successful demonstrative projects to convince clients; and a low promotion of GBTs together with limited user knowledge were noted as the most critical barriers hindering the adoption of GBTs in Tanzania. Cluster analysis shows that knowledge-related barriers are majorly hindering the adoption of GBTs in Tanzania. Thus, a multi-faceted approach of institutional interventions and broadening public awareness should majorly be taken into account simultaneously to enhance adoption rates. The analysis also revealed that the establishment of an institutional framework; educational programs for policymakers, developers, and contractors related to GB guidelines; providing awareness to clients through advertisements; and imposing mandatory regulations in shifting towards GBTs are the most relevant promotion strategies to widen the adoption of GBs. The findings of this study provide valuable insights to various stakeholders for policy development in the construction industry and the future implementation of GBs in Tanzania.

Renewable energy investments in Poland: goals, socio-economic benefits, and development directions

Renewable energy sources (RES) will play a key role in the transition to clean energy. Financial and socio-economic benefits determine the investment management in these energy sources. This article aims to indicate current energy policy goals, present socio-economic benefits resulting from renewable energy investments, and review further development directions in Poland. The research was carried out using desk research, case studies, and literature review methods to provide a broader economic context for RES investments. The scope of the research included both the Polish and the European Union contexts. The authors examined the Polish objectives of investment in renewable energy contained in strategic, planning, and other legal documents compared to EU targets, reviewed possible investments in renewable energy, and indicated wind farms and photovoltaic investments as the most effective ones from the point of view of further development which aims to meet the EU’s goals by 2030. The authors also demonstrated a wide range of socio-economic benefits based on literature reviews, analysis of policy documents, and regulations regarding the energy sector, and examined a specific example of investment implementation and identified the ecosystem of beneficiaries and their benefits.
