Konwergencja regionalna w rolnictwie Unii Europejskiej

dc.abstract.enThe book attempts to assess convergence processes in selected spheres of agricultural activity (including the resources of production factors and the relationships between them, the area and economic structure of agricultural holdings, and the productivity of production factors), which are intermediate steps towards achieving convergence of income labor productivity in agriculture. Equalizing the income of agricultural producers was considered a condition necessary for achieving economic and social cohesion in EU agriculture. The research's subjective and spatial scope covered the agriculture of EU member states and their FADN regions. The research period spanned the years 2007-2020. The aim was achieved using descriptive statistics, non-parametric DEA methods, and methods for measuring β-convergence and σ-convergence. The research material consisted of EUROSTAT and FADN data. As the conducted analyses showed, during the research period, a process of regional convergence in the area of labor productivity occurred in the agriculture of the European Union. However, this process was accompanied by varying dynamics of changes in the resources of production factors and the relationships between them, as well as in the area and economic structure of agricultural holdings and the productivity of production factors. The pace of convergence among the analyzed types of agricultural holdings and groups by economic size also differed. The continued existence of significant spatial disparities in agricultural labor productivity within the European Union indicates that the Common Agricultural Policy and national policies should continue to support this sector in a targeted manner to reduce these disparities.
dc.abstract.plW książce podjęto próbę oceny procesów konwergencji w wybranych sferach działalności rolniczej (w zasobach czynników produkcji i relacjach pomiędzy nimi, strukturze obszarowej i ekonomicznej gospodarstw rolnych oraz produktywności czynników produkcji), stanowiących drogi pośrednie do osiągnięcia konwergencji w wymiarze wydajności dochodowej pracy pracujących w rolnictwie. Wyrównywanie dochodów producentów rolnych uznano bowiem za warunek prowadzący do spójności gospodarczej i społecznej w rolnictwie UE. Badaniami objęto rolnictwo państw członkowskich Unii Europejskiej oraz ich regionów FADN. Zakres czasowy analiz obejmował lata 2007-2020. Założony cel realizowano przy wykorzystaniu miar statystyki opisowej, nieparametrycznej metody badania efektywności DEA oraz metod pomiaru β-konwergencji oraz σ-konwergencji. Materiał badawczy stanowiły dane EUROSTAT oraz FADN. Jak wynika z przeprowadzonych analiz, w badanym okresie w rolnictwie Unii Europejskiej zachodził proces konwergencji regionalnej w obszarze wydajności dochodowej pracy w rolnictwie, choć powyższemu towarzyszyła różna dynamika zmian w zasobach czynników produkcji, strukturze obszarowej i ekonomicznej gospodarstw rolnych oraz produktywności czynników produkcji. Odmienne było także tempo konwergencji w analizowanych typach rolniczych gospodarstw i grupach gospodarstw według wielkości ekonomicznej. Występujące w dalszym ciągu istotne dysproporcje przestrzenne w zakresie wydajności pracy w rolnictwie Unii Europejskiej stanowią przy tym wskazanie dla WPR i polityk krajowych do dalszego ukierunkowanego wspierania tego sektora w sposób zmierzający do ich redukcji.
