Informatyzacja administracji publicznej na przykładzie spraw z zakresu rolnictwa i rozwoju obszarów wiejskich - wybrane zagadnienia prawne

| dc.abstract.en | Public administration bodies perform a number of tasks with regard to agricultural public registers. Nowadays, a very important factor contributing to the improvement and optimisation of these registers is their computerisation. Therefore, the aim of this study is to answer the question whether the legal regulations proposed at the EU and national level in order to organise public registers in agriculture allow their efficient operation in Poland and thus enable the fulfilment of their functions via the ICT system. The authors conclude that the stage of computerisation of official registers containing data on farmers and their activities in Poland should be assessed quite positively. There is no doubt that the aim of computerisation in public administration is to make the processes comprehensible and transparent, as well as to enable their continuous adaptation to the changing information and communications technologies. Hence, further rapid development requires more financial and organisational investment. | |
| dc.abstract.pl | Organy administracji publicznej realizują szereg zadań związanych z publicznymi rejestrami rolnymi. Obecnie bardzo ważnym czynnikiem przyczyniającym się do poprawy i optymalizacji tych rejestrów jest ich komputeryzacja. Dlatego też celem niniejszego opracowania jest odpowiedź na pytanie, czy przepisy prawne proponowane na szczeblu unijnym i krajowym w celu uporządkowania rejestrów publicznych w rolnictwie pozwalają na ich sprawne funkcjonowanie w Polsce, a tym samym umożliwiają realizację ich funkcji za pośrednictwem systemu ICT. Autorzy stwierdzają, że stan komputeryzacji rejestrów urzędowych zawierających dane o rolnikach i ich działalności w Polsce należy ocenić dość pozytywnie. Nie ulega wątpliwości, że celem komputeryzacji administracji publicznej jest zapewnienie zrozumiałości i przejrzystości procesów, a także umożliwienie ich ciągłego dostosowywania do zmieniających się technologii informacyjno-komunikacyjnych. Dlatego dalszy szybki rozwój wymaga większych nakładów finansowych i organizacyjnych. | |
